I have not joined the BILL Accountant Partner Program. Can I use the Accountant Resource Center? 

Any firm can use the content on the Accountant Resource Center if they find it helpful for their firm. However, most of the resources were written and designed with firms in mind who use BILL products to serve their clients—so they will be most useful to our partner firms.
